The Butner Town Council met on Thursday, December 1, 2016. This year’s winners of the Veterans Day Essay Contest were Christian Fields, A’niya Alston and Gaby Pleasants. Ms. Alston was present and read her essay in front of Council. Three terms were set to expire for members of the Board of Adjustment. Council voted to reappoint Mr. Bill Crosby and Mrs. Constance Wortham to the Board. Mr. Bill Cheek was voted to replace Mrs. Jane Frost; his term will begin in January 2017. Council also considered appointments to the local Firefighters’ Relief Fund Board of Trustees. The Town has two representatives on this board and one term would expire in January, currently held by Mr. Terry Turner. Mayor Cates will replace Mr. Turner on the Board. The other representative is Chris Emory, whose two-year term was effective January 2016. The 2017 Regular Council Meeting Schedule and 2017 Holiday Schedule were approved.
The Town Manager reported that Sleepy’s has been purchased by Mattress Firm and will be moving from the location in the Falls Commerce Center on Gate Two Road. Care Fusion, located off East Lyon Station Road, has also been purchased and will relocate to out of town. The Planning/Parks & Recreation Director discussed the Parks & Rec Survey, available on our website. Paper copies will be mailed sometime in January. Councilmember Smoak requested a windshield survey of street lights on NC-56, as it seems like there are very few and it is very dark along the street. She also reported that Duke Energy has plans to update residential lighting to LED and inquired if/when the town would update the street lights.
This committee met on Monday, December 12, 2016. The purpose of this meeting was to review vendor contracts and discuss working relationships/deadlines with and by vendor. A site-wide update is in progress for the website. Additional updates were discussed as well as potential changes for the next round of updates, for Spring 2017. The Planning Board met on Thursday, December 8, 2016. At this meeting, the Board considered the following:
– REZ-16-06 Quail Circle Townhomes Avenue East Group, LLC requested rezoning 4.61 acres from Suburban Residential (RS) to Conditional District-Residential Multi-Family (CD-RMF) for Townhomes. The properties are located on Quail Circle, in the Quail Meadows Subdivision. The developer requested changes to the townhome lots that would be smaller than the minimum size which was previously approved. In order to make changes, the properties must be rezoned. Application for rezoning was removed by the developer. The developer decided to change home plans in order to meet the previously approved minimum lot sizes. No rezoning is required at this time.

Board of Adjustment
The Board of Adjustment met on Thursday, December 15, 2016. Due to the holidays, the originally scheduled meeting (December 22, 2016) was moved up to this date. At this meeting, the Board considered the following:
– SUP-16-04 Indoor Recreation Trident Coastal Properties requested a special use permit for indoor recreation. The permit is requested for a martial arts school, which would be located in an existing building on a 4.28-acre parcel zoned Light Industrial, located on Will Suitt Road. The Light Industrial zoning district allows indoor recreation by Special Use Permit, both up to 5,000 sf GFA and exceeding 5,000 sf GFA. Approved without conditions.
