
The Town of Butner has a council-manager form of government. The Town Council is non-partisan and consists of a Mayor and six (6) council members all at large. The mayor serves two year terms and city council serve four year terms on a non-staggered basis. All Council members have an equal vote and the Mayor votes only in the case of a tie.
The Town Council is the legislative and policy-making body for Butner and is the final authority on most matters related to the City. The Council is responsible for appointing the Town Manager, Town Attorney, Town Clerk, and members of various boards and commissions; enacting ordinances and resolutions, adopting the annual budget and authorizing contracts on the Town’s behalf.
The Council meets on the first Thursday and third Wednesday of each month. The meetings are at 7:00 p.m. at the South Granville Water and Sewer Authority (SGWASA) meeting room at 209 West C Street, Butner, NC 27509.
Unless specifically modified in the Land Development Ordinance, the Town Council must conform to the rules and procedures that it utilizes during the conduct of its regular business. In the application and enforcement of the Land Development Ordinance, the Town Council has the following powers and duties:

(4) Major Subdivision Preliminary Plats
(5) Major Subdivision Final Plats
(6) Establishment of Vested Rights
