Stormwater Advisory Committee

Formed on November 6, 2014, the Stormwater Advisory Committee provides guidance to Town Council and staff on stormwater related items such as public outreach, education, and involvement requirements as well as the overall stormwater management plan for Butner and the utility.

In 2011, the State of North Carolina adopted the Falls Nutrient Strategy, a set of rules to protect the water quality in Falls Lake. For Butner, this included new regulations for new and existing development, which are very complex and challenging for staff to implement. In 2012, the Town was issued a National Pollutant Discharge Elimination System (NPDES) Permit from the State of North Carolina. This permit also regulates stormwater and in addition to placing limits on development, it requires public outreach and education, public involvement and participation, specific good housekeeping standards for how the Town maintains its facilities, and illicit discharge detection and elimination.

As a result, Butner joined with Granville and Person Counties, Creedmoor, and Stem to form a regional stormwater utility and adopt a fee to pay the costs associated with meeting the regulations. The utility helps guide staff as we move forward with implementation of these regulations through our Stormwater Management Program.
